Because @Soundwave a fair percentage of people see no value in it & don't want to use it, and are happy with Guild chat and voice comms. Off by default & a option is a must

I have never even turned it on
I am not putting my controller down to type on a keyboard
I am not sacrificing good sound to add a text pad. Does not work well with 3rd party head phones.
I see very few text bubbles even in the undaunted areas.
Text chat has really added nothing to the game from a console perspective.
On PC you are actively using the keyboard so typing is natural. Does not work that way in console.

Just because it doesn't offer anything for you doesn't mean others feel the same, that's a ridiculous statement spoken like a fact when in fact it's just you're opinion.
Also, not everyone has the same setup as you. I have a 42" TV, and I like sitting as close to it as possible without being too close to see the peripherals well, which with my TV's size means I sit with my knees a few inches from my TV stand (sitting in a computer chair with wheels, so I move the chair to and from the TV as needed). As a result of this, I have the ability to put a keyboard right in front of the TV on the stand and have easy access to it while playing, allowing me to drop the controller in my lap and type something quickly before picking it back up again.
My only serious complaints about Text Chat are that you can't type while fighting and you can't type while dead, both of which are serious detractors that make no sense to be like that. On PC that's one thing, you use the same buttons to fight that you use to type, but these are consoles and keyboards are absolutely not being used to play with, so having it work that way on Consoles is pointlessly limiting and utterly without sense. And not being able to type while dead is equally confounding, you can use voice chat while dead so there's absolutely no valid reason to not be able to use text chat.
It's an excellent and extraordinarily useful feature though even with those detractors, no question. If you don't find it useful for you then that's your prerogative, but that's no grounds to suggest that it adds nothing to the game, that's a profoundly foolish and wildly inaccurate thing to say.

I still do not see the need for it on console.

You said something as a fact that wasn't, you can't just use whatever words you want in whatever order you want and have them mean something other than what they actually mean. And also I'm perfectly calm, if anything I almost laughed out loud when I saw your first post, not quite but close.

I would say a good 15% of the population uses it.
