Scope for more alliance zones in the future?

Looking at the map at the division between alliances I pondered the scope for more of Tamriel to be added as explorable in the future.

I noted that for the Aldmeri Dominion, the bulk of the Summerset Isles are not yet zoned. I believe pretty much the whole of Elsweyr hasn't been zoned either.

For the Ebonheart Pact the bulk of Black Marsh and Skyrim is still unexplored as well as the island of Vardenfell.

The Daggerfall Covenant seems the most problematic as regards scope for future expansion. Highrock is all zoned. There are bits of Hammerfell not zoned but not a particularly large amount left. Wrothgar is unaligned as are Claglorn, Hew's Bane and the Gold Coast, all in an area that might have ended up in the Covenant.

This situation may be moot depending if the long term expectation is to keep adding new zones to the world to add new content. Perhaps any new zones will be unaligned anyway so the lack of space for the Covenant to expand is not an issue.

Given the latest Hist expansion was just dungeons and didn't add a new Blackmarsh Argonian zone as I might have expected, maybe there might not be many if any new zones anyway.

There's lots of places in the works.

Vvardenfell, Mephala's Realm, Clockwork City, Murkmire to name a couple, but we just don't know when we are getting them.

I just noted that both the Aldmeri Dominion and Ebonhart Pact comprise of the peoples of 3 provinces whereas the Daggerfall Covenant comprises of just 2. That would account for why there is such a difference in available free area to expand.

The whole Orismer territory is a bit sketchy. It seems like it shifts quite a bit with the repeated destruction of Orsinium. It even seems a bit weird for them to conquer Betony given it being a relatively small island sitting so close off the coast of Daggerfall. It goes back to being Betony again in history timeline so I assume the Bretons retake it at some point. There are similarities with the treatment of Orismer and Argonians but the Argonians for their part have maintained control of a sizeable province of Tamriel.

Also, with One Tamriel coming out in the next Update. Factions mean little in the PVE lands. (Mainly in PVP only now)

I think most of what remains is not alliance territory.

Mainland Summerset is the most obvious exception, but with Ayrenn bumbling around Auridon and the AD capital in Valenwood, there's definitely scope for more Altmeri supremacists to take control of Alinor and render Summerset not part of Dominion territory, or for Pyandonean and/or Thrassian invaders to turn up and have the Altmer call for the All Flags Navy to reform.
With Elsweyr decimated by the Knahaten Flu, I can't imagine the Khajiit beyond Reaper's March have much going for them. While the Mane and the Speaker may have sworn allegiance to the Dominion, it's possible the ruling parties of Anequina and Pellitine, if there are any left, don't agree.
Valenwood is all zoned, so that's it for potential AD places.
We do not know where the divide between the Kingdoms of Western Skyrim and Eastern Skyrim are drawn. Only Eastern Skyrim is part of Pact territory. At the very least, Western Skyrim will include Hjaalmarch, Haafingar, The Reach, and possibly Falkreath, so none of these would be Pact territory. The Pale and Winterhold are the two other holds that usually bond together with Eastmarch and The Rift as the "old holds", so it's possible they are part of Eastern Skyrim, but both of those are very sparsely populated, so they may be existing as buffer zones between East and West. Whiterun, as ever, is right in the middle, but since it was where Fildgor brought the Stormfists from, it's likely not part of Eastern Skyrim or Pact territory.
In Black Marsh, only the Saxhleel tribes of Shadowfen, Murkmire, and Thornmarsh joined the Pact, so only Murkmire and Thornmarsh have the potential to be additional parts of Pact territory, and none of the rest of Argonia will be. If Saxhleel are in the minority in Murkmire and Thornmarsh, or if those zones simply have no central governance, there would be no-one for Pact representatives to sign an agreement covering the zone as a whole. (Shadowfen is much more cosmopolitan than the rest of Black March, and the Vicecanons serve as a central authority there.)
Eastern Morrowind is under the control of House Telvanni, and they didn't join the Pact. Similarly, Vvardenfell is under Tribunal protection as a Temple preserve, so is most likely ineligible to be part of Pact territory.
Only the parts of Hammerfell that owe fealty to King Fahara'jad have joined the Covenant. It's quite likely that the remaining parts of Hammerfell that are not yet visitable are Crown territory, and therefore would not have sworn allegiance to a Forebear king.
High Rock is all zoned, so that's it for potential DC places.

So there's a lot of scope for new zones, but they are unlikely to be part of any alliance's territory, and will instead most likely be neutral zones.

Before they add more zones, they need to fix it so we can get into the current zones. I am looking forward to new areas, but can't access some current ones now, and that is happening to a lot of people.

I personally cannot get into Greenshade at all. Others can't go there or Wrothgar. I'm hearing about other zones as well that are completely blocked to some people.

Oh, and it started for me last night.

They may also add Pyandonea, Akavir other Oblivion planets and Thras. But I'm eagerly waiting for Vvardenfell.

This could actually be used as a plot device. I believe the Aldmeri Dominion or just the Aldmer are rendering assistance with the Flu. Perhaps a whole questline could be devoted to helping in that effort. I suppose at least there are examples of the architecture to give an idea what it looks like.

That could actually be a really cool storyline.
