Need an offline mode for ESO

Everyone here has noticed a lot of down time due to maintenance of late....and of not so late. So, why doesn't ESO have an offline play option? If we are going to lose essentially one day of every seven due to maintenance, why in the world isn't there an offline mode for ESO? There is plenty of solo play options in the game.
It seems to me that if there is no offline play option, then ZOS is obligated to do a much better job of minimizing our down time. Or, give us a way to play even when the pvp servers are down.
So, why hasn't ZOS implemented a way to play ESO while offline?

- Cheating in offline mode would be trivial and completely undetectable. "Yeah, I ran vMA 27 times during maintenance, so what?"
- This would require completely rearchitecting the way that the game works and likely be multiple man-years worth of work.

So, why hasn't ZOS implemented a way to play ESO while offline?
Because everything you do is reported back to the Servers as you do it, otherwise the effort is not tallied. If it was set up to be Offline where you just send a bunch of data to the servers about what you have been doing while off line, then you open the game to huge exploits where people can pimp out their characters and accounts with a Hex Editor.
Enjoy the game, life is what you really want to be worried about.

Go play Skyrim. It's offline.

✭Yeah, I guess I just don't think of these things from a hackers perspective. I buy my games and don't exist in the exploit/cheat/hacking world.

✭✭There are other video games that exist that you can play, ESO doesn't have to fill every possible void and niche imaginable
For example I'm playing a bit of MGSV right now. I can also reccomend DOOM, Resident Evil 4 and Life is Strange. It might be fun if there was a stand alone application we could log into during downtime (or anytime) that was separate from the game systems and allowed 1 v 1 dueling. Something similar to a PTS where you could create any character and play around with it in 1 v 1 combats.
