Your opinions do not accurately represent the majority population that play ESO. There's 50x more people who don't participate in the forums than there are here. It's truly sad the ZoS will never get solid feedback because of this.
But when it comes to polls and people begging for nerfs or when they think something is too OP, most ppl do not agree with you. Just because 10 people on the forums says something is broken theres 100,000+ who aren't here that think it's fine. Vice versa too.

They don't interview everyone in the street for opinion polls. It is a sample. Samples will only be as good as the sample group provided. Take the lottery box idea (Let's not derail with an argument about the rights on and wrongs on that), for that there is agreement across this site, reddit and a few more sites that it is perhaps not the best idea. That is four independent sample groups leaning in the same direction so we can say they are on to something.

You either state your opinion, or you don't.
ZOS can only act upon opinions it hears, and they always have the option of ignoring said opinion.
What ZOS can't do is act upon an unstated opinion, and that's what the OP is complaining about; that the stated opinions are not his and thinks that because they are not his opinion, that ZOS should not act on them.
