custom quests addon?

I've seen in many games where players can actually make add ons, that there are a few to actually make custom quests into the game, so other players with the addon can play them.
of course it has its limitations, you can't put actual rewards, and the idea is to make them interestingt mainly by the story itself. WoW has totalRP the secret world has Untold Stories, and etc.
depending on how much the game can be altered with add ons, some of them can actually include cinematics and etc...
but the main idea is this, you can assign a specific NPC to give a new quest, that can be either battle existing enemies, or reach a specific place, or get an item, all of those can be made. you can't add anything to the maps that isn't already there, so any interactables, or enemies have to be there on the map. the fun of it is you can make it more of an investigation quest where you have to follow leads to complete it, harder or easier leads. It's a really fun to add pretty much endless story content, even though we can't add maps and stuff like that.
Is there such an addon for TESO? I haven't seen anything like that so far. or simpler addons like a RP bio.

If there in't such a thing, would that be allowed? I guess if it is allowed in other MMOs, similar rules might apply but still I'm curious. And also what do you think about it? There are many people that don't care much for endgame grinding and prefer to keep playing some story content, even though it might not give actual rewards. Opinions?

    It is theoretically technically possible, because someone did it for April Fools day this year. Whether it's actually allowed or not though, no idea.

    As far as I'm aware the API only allows you to make UI addons, not change anything inside the actual game. For example MoveForwardStart() is a private function that can't be used in addons, whereas something like GetSecondsPlayed() which is more of a UI thing can be.

    So with the limitations now it's not possible.

    i dont see why I would need something like moving forward. you mean for the cinematics? even if it had no cinematics it would be okay, considering most quests in ESO hace no cinematics at all.
    after all a quest is just an ui thing, making a qiest text anf assigning quest goals to already existing game elements.

    I was using those functions as examples. Not specific to the quest thing. If it was possible, people would have already done it by now, don't you think?

    The only games that permit played created quests are low quality games. Your an examples are great examples of my point. Especially wow which has horrible graphics and dumbed down player builds.

    The biggest issue with Content Addons sourced from the community is, not everyone will get or use the Addon. If there are any rewards in the addon from content over above what the base game offers, that is an unbalanced situation. Single player games can handle this, Multiplayer games are not usually set up for it.

    Even if they could make it work, and most of the addons were of a legitimate nature, the simple existence of competition between people would end up with exploiters ruining this for everyone else.

    I believe WOW had RP servers, and I bet those had little to no rewards systems in place, or maybe just a limited amount of normal game rewards. So, content could be added to those servers and kept separate from the other servers. I also bet there were little to no rewards of consequence in the addons beyond some new shineys that were BoP. In this game, we have a Mega Server, so no way to separate populations, so we could not even get non reward non content addons into the game.

    And, opening up the client side of the game is just asking for exploits from those less than honorable players out there. While there may not be many of them that fall into this category, there are enough to ruin the party for everyone else.
    Enjoy the game, life is what you really want to be worried about.

    Something like that would be very nice, wouldn't mind playing through custom player made quests or delves. Star Trek Online has custom quest editor and some of those player made quests are really awesome :)

    Of course there would be limitations, like not much interaction with NPCs short of combat, since you cant make custom voice dialog, but notes would do for that. Add to it some nice 'boss creator', where you pick basic boss NPC, add skills to it, maybe make some scripted things, and you almost could make new player made 'trials' with it :)

    And by the way, you could add some minor things like NPCs and items to existing locations, they would just be visible only to those doing that quest, like it is now with all of the build in quests.

    there would not be ANY real rewards like I said. the only reason to play them would be to play story quests, entertaining for its stories, not for its rewards. an addon can't make real items appear.
    and not because something has not been done, means that it can't be done. in some case it's because haven't thought of it. or maybe a lack of objective public. maybe the short bio addon has not been made because the RP community is relatively small in here compared to other games.
    and even though we all have favorite MMOs, calling WoW or TSW "low quality games" is very shortsighted.
