From what I am reading on Reddit it is a big base game content patch. This opinion may change once more information is available, but I am tentatively okay with a huge free content patch.
V16 Uriel Stormblessed EP Magicka Templar(main)
V16 Derelict Vagabond EP Stamina DK
    V16 Redacted Ep Stam Sorc

Considering how much the last DLC [SNIP] up the base game, it's understandable

I am the very model of a scientist Salarian, I've studied species Turian, Asari, and Batarian.
I'm quite good at genetics (as a subset of biology) because I am an expert (which I know is a tautology).

Its the implementation of One Tamriel - that in itself is such a major change to the Base Game that it needs to be an update on its own with no additional new content. You can guarantee that the roll-out of One tamriel is going to be far from smooth.

I actually think this is a good move on Zos' part. The base game needs some attention w/o the distraction of a dlc and with One Tamriel the timing makes sense.

While this may technically break their promise of one DLC every quarter, I think periodic exceptions are perfectly acceptable when they are adding a ton of changes/improvements and overhauls in the base game patch. I'm actually kind of happy to see them forgo DLC revenue in order to focus more resources on the base game, even though they are adding gambling to add a new source of revenue.

I'm kinda suoprised people expected DLC with one Tamerial, I took it for granted that one tamerial would be a stand alone update

There is A TON OF STUFF happening in Update 12.

It's always cool to see new content, but I have no issue with them waiting on it when a patch of this magnitude releases.

We will have a very different game with One Tamriel!

Why are people actually wanting more content right now when some of the previous content is often still too buggy to play? O_o

Fix what you've got before you put stuff on top of it. If you were building a house, and one of the lower sections of it had multiple potentially fatal flaws, wouldn't you fix those flaws before you added onto the house? If not then you are either lazy, cheap, or stupid.

Because they are messing with stuff anyway. I would rather have something new to do, then all factions everywhere, scaled zones, and dueling. All those things are still changes and likely to mess up.

I guess I would rather have them mess up the game trying to do something I care about. Then mess up the game doing something I see as pointless.

If you don't think that some of these major problems are ever going to get fixed, in fact that it is likely to just get worse, then I still don't understand why you want to play at all since it would soon get to the point where it is almost completely unplayable. When I saw what was happening with the game I cancelled my sub and I now just wait in the forums to see if anything does get better.

If my maths and knowledge is correct, then there is going to be 8 new vet dungeons. So why the hell would you want a DLC on top of that?

They timed it well, a big part of the player population feel content with no big new DLC coming up. They also said this months prior to the announcement.
Now of course they'll have to deliver as players are expecting bug fixes to well known issues in return.

    Nope, no new zone.

    But new vet dungeon stories
Complete Craglorn overhaul (I'll finally be able to finish it!)

    And . . . Oh yes . . .

They're basically overhauling how the whole base game and zones work.

Whilst I love new zones etc, this is a big, big amount of work they've done/are doing.

Also, witches festival, new life festival, Mages Guild and Fighters Guild dailies! Yay!

    WHY ?

Maybe it will be first non-gamebraking patch since IC, just because it's not DLC so "effective managers" will not force release if it's not ready.

I think at Quakecon they said that One Tamriel will be on the live server on Q3 of 2016. I am pretty sure we get another DLC at Q4. And they said 4 DLC each year. one Tamriel sounds more like a base game patch than like new stuff zones.

From what I see no new content, just huge changes to the base game which will not fix any of the problems we have now, just create new ones, the first week of this many changes at once will be a rocky road I am afraid, ZOS'es track record in this department is not very good. But there are a lot of things in patch I like, and hope for the best and expect the worse you can never be disappointed, and if it turns out better than expected, that's bonus happy time :)

This patch is loaded with new features, and features is not content, the only thing that is border line content is the veteran version of all the vanilla dungeons.

Craglorn being revamped will basically be like a new DLC for me.

^THIS! Craglorn is completely being revamped, Matt Firor joked about how few people have gone to Craglorn, he, himself, said he's never even been there on the Live Server, so this in itself is a NEW zone for MANY players.

Plus, they're updating many things with the base game, including Group Bosses, from what it sounds like. It also sounds like there will be additional quests added, including Fighters and Mages guild daily quests.

So while there may not be a PAID DLC coming, there is a LOT being added to the existing base game... including the fact that we will now gain XP no matter what zone we're in and will never 'over-level' areas ever again.
