It's a buff in Cyrodiil it gives you 20K extra weapon and spell damage and bigger heals

Every person that walk onto PvP zone gets it. It reduce shields , healing and dmg taken by 50%

It wouldn't be zero but bad I personally think reducing damage by 50% is what causing so much issues now.They were forced to add high damage sets to composite for the reduction because you couldn't kill anyone.It wouldn't be toxic horrible balanced yes but not otoxic.
