The stamina scaling was added in the first iteration of DB PTS - more recently it was reverted back to health scaling - so this could just be an error in these notes. Either that or they reverted to their initial redesign.

- Has the change made on PTS to Bone Shield been reverted? Natch potes say it scales with maximum stamina?
- Has the change made on PTS to Guard been reverted? IIRC the stamina penalty was removed at the expense of having to double-bar - notes seem to suggest the penalty remains in place?

Yes, the Bone Shield changes were reverted. The ability scales off maximum Health. The note that mentions it scaling off of Stamina is incorrect - removing it now (sorry about that!)
The Guard changes were not reverted. It no longer has a stamina penalty, but is removed if you swap to a bar where the ability doesn't exist. Fixing this note as well and adding a note about the edits.

Is the trait random on items-priced-in-gold? Like it might be Infused or might be Divines and it can change from weekend to weekend? Or are they always sold in both Infused and Divines at the same time?
