You can still talk in group, whisper and guild. Just not say or zone.

You can't check your mail either which seems like the best time to do so

Same on PC except for group, tell, and maybe guild chats. But zone, say, yell chats you can not use while dead.

I guess it stops the dead from 'managing' the situation and telling people what is coming up behind them, what the boss is about to do etc

PC is the same way. You can only whisper someone directly while dead or talk in group chat.

You should be able to text chat with your group but nothing else. Makes sense that a dead person would not be able to call out in zone since PvP is part of the game.

Probably that was intention behind it, but fact that you can whisper and chat in group chat while dead nullifies that.
