Harsh, I know, but I'm not overly concerned about a tiny minority of people who enjoy end game group content but refuse to buy dlc's.
I haven't personally been online every single day to confirm, but the UESP wiki (which is generally super-accurate, as the maintainers tend to be very meticulous) lists the order for the Vet Pledges as such:
The order is not random. Now, it is possible to have a 7-day period where 4 of the pledges are DLC pledges; this happened during the first week, as RoM was the Monday pledge and WGT was the Sunday pledge. But then that means the next two 7-day periods would have just 2 DLC pledges each--this past week only had RoM and CoS on Saturday and Sunday, and this week, ICP and WGT on Thursday and Friday will be the only two DLC pledges.
What about non-DLC players having no harvestable tier-10 mat nodes (Cyrodiil doesn't count as the nodes are very sparse and it's the risk of being killed means nobody would farm nodes there).

Maybe, just saying, if you play the game that much you might consider not freeloading and pay to support it?

Could be worse. Could be SWTOR, which went F2P with a Cash Shop and Paid DLC and is now making it's new content all subscriber only so now they may as well never had dropped it. It'll be a sad day if ESO follows suit.
I disagreed with those who complained that crafting bags to subscribers somehow took something away from their game. I disagreed with those who complained that costume dying for subscribers somehow took something away from their game. But in this case, DLC dungeons in the rotation DOES take something away from the base, non subscriber/purchaser game. My proposed fix is a third undaunted mission giver who ONLY gives out DLC dungeon pledges. That would give back dailies to those who don't subscribe or purchase certain DLCs and at the same time give bonus content in the form of an extra daily for those who do subscribe or purchase those DLCs. It's an easy fix that is a win for everyone.

The base game dungeons are still there, and you can still run them. You just won't get a key out of it. Big deal. If you care enough about group content to do pledges religiously every day, why would you not get this DLC in the first place?
What a crazy world that we live in. A B2P game where you have to buy content to play it. What a crazy idea. Everything should be free all the time right? ( there may have been some sarcasm in there)
And then I offered a solution that wouldn't take away anything from the base game but offer even more content to DLC purchasers and subscribers. I don't see how anyone could possibly have a problem with that.

Er, you don't think a Buy to Play game should not require more money after that to play it?
I mean yeah, DLC is one thing, but it would've been kind of crazy to have to pay hard cash to unlock Level 2 of the Witcher. Or Mario. Or... any game you buy with cash. So most of them. Lot of people seem to be under the impression ESO is a Free to Play game or something. I guess the 200+ AUD I spent a few years back was just for the fun of seeing my bank account balance go down.

Every (online) multiplayer game ever has servers to maintain and some of them last years and years without any new content to hold them up... Mass Effect 3's multiplayer is still running (it doesn't get updated anymore, sure, but the plug hasn't been pulled despite no $ flowing in).
You vastly overestimate the cost of "keeping the lights on" if you think a Buy to Play game's Buy to Play cost can't cover it. You're not doing your civic duty by subscribing, you're just feeding Zenimax profit. By all means, do that, but don't bash other players for not paying more money than they've already paid. ESO isn't free, stop pretending it is.
You're paying for a service in the form of ESO+ bonuses, nothing more.

The other thing(This even less likely to happen) is they should update the non vet dungeons (Direfrost, etc) to give them vet versions. Sadly this won't happen because its 'base game' stuff and changing it wouldn't give them any profit.
Its all DLC from here on out. Expect future DLC's to be more 'required' and mandatory content as each drops. Zeni will keep testing the limits, but sadly with their research department (and lack of any CS) they are only encouraging players to move on to much better, newer, and infinitely better managed games.
Even I will learn someday to stop throwing money at a group of people who just keep burning it.

I play, and pledge, every day. I agree that introducing so many daily pledges that are behind a paywall is a lousy thing to do, but presenting your imagination as fact is not a good way to make your case.

Rockstar doesn't charge anything extra nor locks content behind pay walls yet they maintain the GTA Online servers for the 1 time cost of the base game. They even add extra content for free and have been doing so steadily since release. The only thing they sell is cash cards which is a convenience purchase as cash can be easily earned in game.
