FPS low(10 - 20) in Cyrodiil - Nvidia GeForce GTX1070

Is anyone experiencing the same issue in Cyrodiil?
When I get into a cave or dungeon I have a FPS of +70. By only ENTERING Cyrodiil it drops to the value between 10 to 20 FPS.

I've a cable connection with my desktop.

Was the server highly populated? I'm sorry to inform you that your nice new gpu won't help you much in this game. If zos servers are tanking you have to just accept the lag or go pvp in IC.

No, it even drops by going from PvE into PvP environment. I'm on Ebony Blade which is quiet at daytime.
My GPU helps for other games, and I notice a lot of difference, so I actually know that it's not related to my graphics card. I just want to hear feedback about this.

As stated in my first message, this applies only to Cyrodiil. When I enter IC, or another PvE zone, I'm not able to get a hold on the FPS amount. It goes so fast.

The game caps out at about 100fps afaik. Framerates in PvP have always been lower than pve. If the server is quiet though 15-20fps does sound a bit low, unless there was a large(ish) fight nearby. With my gtx titan I usually get around 70-90fps in pve zones and 30-60fps in pvp assuming it's quiet. Lots of particle effects in pvp make my framerate drop, and they don't even have to be on my screen, round the corner will do it. You could try dropping graphics from ultra to high, or even medium, and turn AA and grass off. Turning grass off helps you fight on hills anyway.

I'll do that this evening yeah. In PvE zone is indeed much better FPS. As the FPS drops even by only entering Cyrodiil, it means it's not related to the graphics card.
