Is The Witches Festival Available Already?

In the achievements, there is a new category for "Holiday Events" and within it are achievements specific to the witches festival, including an achievement which rewards a title "Sun's Dusk Reaper". I'm curious as to if the witches festival is already available or zenimax just put it here a little early or something....
