✭✭✭✭✭I got the feeling that Q3 will be One Tamriel - of course - and my guess, a reworked Craglorn, to make this zone more attractive. The content is already there, it just has to be reworked and I guess they are already on it for a while. I think that, because One Tamriel is more work than one would expect and I doubt that there will be a totally new zone with Q3. In addition to this there is the release of the golden edition.
Then for Q4 I guess this will be Vvardenfell - by several reasons, firstly it would make a lot of people happy, far more than with any of the other possible zones. Secondly it would make people return and attract old TES fans, which have not played ESO yet, but would like to revisit Vvardenfell in a more modern game environment, which nevertheless has this nostalgic feel to it.
I think Q4 has to be something, what is well known and new at the same time to do the trick - and there is just Vvardenfell in the mix to be able to do that - Murkmire, Mephala's Realm and Clockwork City do not have this appeal.
Edit: and thirdly it would be an ideal gift - the gold edition and the hint, that there is Vvardenfell in the game - for my role play friends, which did not bother with ESO so far. That is why I think it will be a reworked Craglorn and not a new zone coming with One Tamriel.
Edit: to me One Tamriel means that the amount of zones for me to visit nearly triples - because I have just low level characters, which could not really visit those zones before, but with One Tamriel they can - that is a huge landmass for me to explore. When I heard that ESO will come out, my first thought was "Finally I will be able to see Elswyr" and I was excited. Then I found out, that all of Tamriel is not in the game, but just a few provinces and none of them will be Elswyr - what a disappointment. That is what I dreamed about for so long, to experience the culture of the Khajiit and live among them - and it hasn't been in the game.1 -

My opinion: From what I've heard, Murkmire is being reworked into a solo zone at the moment so it's likely a no-no. Mephala's Realm is out of the question due to what the Prophet tells you at the end of Orsinium storyline. Add that to the hints given to us in the Dark Brotherhood DLC and you get Vvardenfell.0 -

If they do Vvardenfell in 4 Q 2016 with Update 12 and One Tamriel, I will be disappointed. It will likely mean they did not spend enough time on it. That zone needs to bake for a while. We want it well thought out, carefully made, and finished.

Especially because there are housing zones datamined in Vvardenfell - one of those in the arcadian islands - this could be a nice place to live at actually - a warm moderate climate, Vivec nearby, lots of islands around. Maybe a place for my Argonian to live at - he could use his swim speed to get around quickly there. By marketing reasons I think it will be this december - it is the ideal time and goes well with the gold edition and One Tamriel. If it is not this december - when then - wait another year for this opportunity?- It would be a lost opportunity for ZOS.0
