You know, not every guild is of a mind to instantly kick someone just because they cause some trouble in guild chat or something...

I have not seen it yet (on PS4) but I thought it was just local chat with anybody in the general vicinity and as such is nothing to do with any guilds. If they are bagging or causing trouble with the guild and won't stop when asked, just boot them. If they calm down and you let them back in they will think twice about doing it again, or they get booted permanently.
Don't some countries have a thing called a right to free speech?

I partially agree with that, but my personal opinion is that if the guildy needs chat to be taken away from them after a warning because they can't be trusted/still can't control themselves, then perhaps they shoudnt be in the guild. Just my two cents.
But as for your main point, yeah I don't see why not add it.

Yeah, if you're just going to talk to the officers and above because the lower ranks are too "unbearable", then please refer to my post above :P
I am surprised to hear this. I thought maybe it would be attached to the voice chat, as in, if a guild member is allowed to use voice chat, they also can use text - if they can't iuse voice they can't use text.
As for anyone wondering what good this could be, it's very good for temporary moderating. Unless you have a ridiculous amount of officers, there's a good chance there can be times where no officer is online. You can create a rank with almost no privileges, and promote quite a few trusted members to "moderators" who have permission to change someones rank (but not kick them from the guild). This way if someone is causing a disturbance/harassing etc., a moderating member can "silence" the member who is being disturbing, and when an officer gets online etc. they can deal with it (whether it be a warning or kicking said person from the guild). Why not give those moderators an officer position? Maybe folks don't want to be an officer, with members inquiring about stuff constantly, but are glad to just moderate chat if necessary while they happen to be online.
