I'm pretty sure it was 45. I'm pretty sure I started walking through those zones to put the way shrines on my map when I hit 45. I think I did a 'travel to' on the guild roster to get my foot in the door with this character... But that was around the time when vet ranks were yanked and there was a lot of grinding going on all over the place, so I could be mistaken. Remembering wrong. Hmmmm.You don't have to finish the main story to get access to the rest of the map, just be level 45.
On my second character I'm still on the main quest 'messages across tamriel' and I have access to every inch of the map, including coldharbour.
Interesting. I thought it was either finish the Main Quest or reach V1 to get to the other zones. In the case of this character, I got the wayshrines to the gold/silver zones when she hit V1. I will have to test that with my DK when she gets to 45 (if she does before One Tamriel, that is).
And I checked this morning and the character in question has not done Volenfell, so I still don't know where she picked up that quest.

In fact, we were all level 50 even when we still had VR ranks.
If you look at the way the game stores data internally, the base level and CP (and previously VR) are stored in two different variables.
Max level has always been 50 ...
