The daily random isn't the only way to get into a dungeon. You can go in there all alone if you want and fish. Unless they changed things the fishing spots in non DLC dungeons do not drop trophy fish though so you don't want to fish there if going for the achievement. If you are going for perfect roe it will work out well as everything you catch can be cleaned.

I can also ask why in Wayrest Sewers I could pull 30 fishes from single fishing hole (well it was more like a mud hole ) - while usually I pull max 15 fishes outside?
And btw to stay in dungeon for fishing, another player from the group should go offline, than you can stay inside for hours .

Perhaps, answering the subject line, it's because the fish get REALLY BIG in sewers.
Don't know how many of you recall that NYC urban legend in days when pet shops sold lots of baby crocodiles.
The story went something like this. One parent objected, flushed the wee croc down the toilet, they grew to be ENORMOUS down there in the sewers and....
