Drop rate motifs in IC nerfed/bugged?

Today i opened more than 20 portal chests solo in the Imperial City(did a *** yesterday aswell). But i'm not getting any alliance motif drop. I'm pretty sure that before the patch they dropped frequently.
Did they change the droprate? or is it bugged?
