Shouldn't EVERY drop be c160?

I just did vet Elden Hollow lvl c160. A boss dropped a Worm's Raiment set piece and it was c140. Is this a bug? Wasn't the update supposed to make ALL drops match the player's level?

✭✭✭✭✭Its not a bug.The only place where you can get cp160 worm/hircine/ebon as a drop is Maw of Lorkhaj, dungeons still drop cp 140 version, as well as cp140 vendor trash items.Dro-m'Athra Destroyer | Divayth Fyr's Coadjutor | Voice of Reason
