Because of the wide sweeping changes to classes every quarter or so people who want to play competitively often find themselves having to switch to a new class just about every major DLC release. People don't want to spend all their time grinding with every major DLC release, they just want to play the content.

The thing is that you do not have to use the CP on a new character, so you can choose not to use them. So if you want to feel like you are working for your levels, at least up to level 50, just don't use CP.

Everyone's entitled to an opinion.
Because all those juicy champion points making you overpowered on a low level alt is aweeesooome!! According to the once-upon-a-time champion system designer.
ZOS wanted to make ESO much more ALT friendly... having alts help keep many people playing the game. However, there is a difference between playing the game and being tortured by being forced to repeat hundreds upon hundreds of hours on each toon to regain CP... and CP is a major source of stats for our characters. Since ESO doesn't offer class changes, this also allows players to try new classes with new characters instead of being forced to spend hundreds of hours just to reach the equal level of your main.

Getting CP takes soo much time haha!! I am happy they added this feature, although I love to work while leveling up.
Simply do not use your CP while leveling up if you want to feel like you started from scratch.
i guess I won't have to worry about this problem, I'm leveling all the chars up together, just got my 8th char up to lvl 20, and now, with the extra 4 slots from the crown sale, i'm doing the same to get those last 4 moved up the same way. I'm currently working my 12th char up to lvl 10, then will go back to char #9...I'm going about 10 lvls at a time, so that I still feel like I'm getting a good taste of the narrative story lines in each alliance as I switch from one char to the next, while at the same time keeping them at relatively similar levels, so that the chars can support each other, for instance a char that's focusing on one specialty can craft an item for another that doesn't have the same ability...
