Integration of IC Zones and Towns into Cyrodiil Map Play (plus other things)

IC zone flag acquisition should be an additional requirement of gaining emperor (and possibly deposition)

IC zone flag retention should be a requirement for home keep bonus (the two home districts)

Town flag control should determine adjacent outpost transitus (in other words, the three flags of the nearby town are the resources of the outpost)

One flag in every town should have a resource tower like fortification

All resource/town towers should have one flag inside of the tower and one flag outside for control. (the one inside unguarded except by players)

There should be a faction control flag in each of the three sewer areas leading to the center of the sewers where Molag Bal spawns, each one providing a forward spawn for sewer access as well as a central capture flag. Holding these flags provide 10, 20, 30, and 50 percent telvar bonuses as more are held.

Opposing faction Center keep control (Faregyl, Arrius, Glademist) should invoke a 10 percent AP penalty on the faction holding it (to discourage gate camping)

An additional AP penalty of 10 percent should be applied for each of the back two (stacking with the above)

These penalties go into effect when one of two conditions is met 1. The scroll behind that gate is taken and docked at a home keep of the attacking alliance or 2. When one hour passes (the same duration of a scroll in transit)

The penalty is removed by simply allowing the keeps to be retaken, to encourage PvP. Penalties double if both factions are gate camped by one dominant stacking to a potential penalty of -60%. This penalty could also apply to telvar stones and experience gain, to further discourage map dominance and faction stacking into single campaigns.

Scroll scoring should be increased to 5 points instead of 1 on the general scoring campaigns. Scroll bonuses also need to be adjusted as they are horribly outdated.

The home scrolls should have a benefit outside of score and ability to steal other factions scrolls. Currently they provide none and are just targets with very little reason to actually defend them. (perhaps make the emperor skill line directly tied to them? such as -30% of the emperor passives for the sitting sovereign if he/she allows the scrolls to be stolen, or something else entirely suffered faction-wide)

    Have you seen my post on IC PvP objectives? I don't like the idea of tying emp up with them because we'll just end up with faction zergs dipping in there to sweep the place. You can foster small scale PvP there by targeting the niche motivators of small scale players while still keeping the objectives campaign-relevant.

    I like your ideas regarding the town capture.

    Your AP penalty system would be abused. Eventually a faction will leave 1-2 of these inner keeps an enemy color just to shaft the enemy faction, and there's nothing the enemy faction can do about it.

    Also your incentive with the AP penalty system is targeting the wrong audience. Careless, ignorant pugs gate came. They don't care about AP. They probably wouldn't even know if these penalties were in place. Knowledgeable PvPers do not push to gates which don't contain scrolls. I'd prefer to have the inner keeps flip back automatically when their scroll is docked in an enemy keep, and then become invulnerable to siege until the scroll is returned. That's still a really hard line change, though, so it's not my favorite idea.

    I want to see positive incentives to change behavior, not negative reinforcement like penalties or caps or other restrictions.

    It would be great if IC affected Cyrodiil scoring, but I don't think they would do that. IC is a paid DLC, so having it affect things in the base game would mean people without the DLC are being affected by something they can't change. If I wanted to get Emperor, for example, I would have to wait around for someone else to go capture the IC districts and wouldn't be able to be part of the fight. Similarly, someone who participated in the fight in IC may be a bit peeved if someone who doesn't have the DLC benefited from their actions.

    Towns determining Outpost transitus is an interesting idea, but I don't think the Outposts are close enough to the Towns for that to be logical. I'm all for Towns having more influence on things, though.

    A Tower in Towns is a nice idea. Not sure where you would put it, though. Perhaps the thing to do would be to add a fourth flag to the outskirts of the town where the landscape is more open, and put a Tower there. Alternatively, change the Safe House into a Tower and put a flag next to that.

    Completely agree that there should be a flag inside a Resource Tower (there doesn't even need to be a second one outside, unless it was somewhere further away from the Tower than where it is now). You say the one inside would be unguarded; would you still keep the guards that spawn on the Tower balconies?

    There should be faction control areas all over the sewers. Having the one closest to the centre being a spawn point is a nice idea. A Tel Var bonus in the sewers is of course a logical extrapolation of having capture points in the sewers. Since Kena didn't link it, here's that IC PvP objectives thread. Some great ideas in there!

    An AP penalty for owning enemy Large Keeps is an interesting idea. Kinda goes in opposition to the Enemy Keep Bonus though.

    Agreed that Scrolls should be worth more points. A debuff for not owning your own Scrolls is a good idea, but it would have to be something other than a power/resistance debuff, as otherwise you end up with a double-dip against the Alliance which has stolen them (as they get a power/resistance buff for controlling them). Saying that though, maybe a double-dip would be more interesting...

    In a perfect world, IC would be accessible via the broken bridges in Cyro, without any loading screen, and no load times between districts either.
    Only then could you link IC objectives with Cyrodiil objectives.
