I recently made a Magcika Nightblade to try this bombing thing out. Although I haven't tried it much in Imperil City, in Cyrodiil I seem to find people don't die from the initial burst. - 5 Piece Vicious Death.
I use InnerLight to Empower the SoulTether and fire that off at the same time as the ProxyDet, but sometimes I barely scratch people. I think I have around 4400 buffed spell damage and 33k max magcika.
Any suggestions? I use sap essence a well, but after the initial burst.

Fair play? The skill was designed that way and is meant to be used that way. I'm not sure I understand why you consider this malicious in any way.

You're legit able to get up onthe places by claiming or spawning. So you're allowed to put down a shade. So you're allowed to teleport back...

Now you really walk on thin ice.
If you seriously think that porting into a safe zone during combat is ok while there is no way for your opponents to reach this area, then your understanding of competitive PvP and fair play is totally out of control.
The reason why the game shouldn't let you port back up to the safe spot of your faction is the idea of being silenced in a safe zone. So it shouldn't allow you to cast anything and this includes shadow image.
How about fixing bugs instead forcing players to argue of what is right or wrong?

i've debated if i wanted to switch my Argonian NB over to HE now.
Breton would have been better for this build though because of the low regen...
