If werewolf were to work similarly to overload and had certain buffs the majority of these issues would go away, because at the moment if a werewolf attacks you in PvP, if you just block and heal a couple of times the enemy is likely to die as the heal itself is severely underpowered compared to vigor, rally and other stamina related heals, vampire doesn't have this problem as they get low health damage reduction.
