I've been playing eso for almost a month now and it's a pretty good game, however I got this stupid question that I'm eager to ask is there any weekly vendors in the game who sell like legendary(orange)gear or epic(purple)gear.So Im imagining something like xur in destiny if you guys have played this game

There is an NPC called 'the Golden' who appears every weekend in Cyrodiil at one of your Alliance gates. She sells different set pieces and monster sets for AP and Gold.

There is the lady in Cyrodiil that sells monster gear on the weekends.

I do not know if any NPC vendor has purple or orange gear, but Guild vendors do.
To be able to see what other guilds are selling though you need to belong to one

The Cyrodill weekend vendor has purple as do the vendors in the conquerable towns in Cyrodiil.

The one in Cyrodiil is at the home base for your alliance, and she glows Gold in color. The selection varies each week, supposedly its random

While they are not Legendary, they are worth upgrading if the set benefits you.

I would try to get into some player guilds, preferably some with the most number of players of your alliance and with at least 300 active players and ideally with people that are 25+ old (should be more mature
