Justice system bug?

So I notice while im undetected, im still getting caught. I don't hunt for lockboxes often, but this is funnier than it is aggravating.

You have to keep an eye on NPC movement. They still move around when you're picking and can spot you in the process. Stalk the area a bit, learn their movement patterns and strike when everyone has their back turned long enough for you to do your thing.

I meant to say while it says im undetected, I get caught before it tells me that I am detected.

In the time you take to open the lock, the NPC can path back into view. I am very careful about lockboxes for that reason and watch the NPCs. They almost always have a path they follow that takes them away from the lockbox long enough. But the devs are sneaky in that they will have the NPC walk away, then walk back before they walk farther away.

I know how it works. I think this is actually bugged. But I racked up 3 bounties in a row while undetected in riften mages guild by the front door lock box. Theres no way that lady at the desk can do that, being very careful to watch her at the same time she didnt even look at me. My eyeball icon didn't even warn me or flicker as detected.

Give us specifics on How, Where, and When.
Then we can test it, and say if wether you screwed up or the detection system actually didn't work.

Riften Mages guild, the lockbox right where you enter. Theres a lady at the desk, and on the other end is an end table, between that table and the wall a lockbox spawns. Ive always crouched in the corner. When? Like half an hour ago.

Same thing just happened at the Black Briar House in riften. The lockbox between the two women, I was hidden and instantly as soon as I hit the lockbox the guy sees me and I get a bounty. The eye should open up before I become detected, not become detected while the eye still reads hidden.

EDIT: Once again, from Shadehome Inn in Riften. I stole from a desk upstairs undetected and instantly got a bounty with a kahjit attacking me. I think thats enough examples, I know either this games response time is poor (my ping rate has been under 150) or it is a bug.

I just spent some time sneaking around Riften, including two of the locations in question (couldn't find Black Briar house), with an Altmer Templar in full cloth with absolutely no bonus to detection radius without getting caught. Ping ranged from 98-113. Maybe try a repair?

Sorry the black briar house is right by Fullhelm Fort Wayshrine, cross the bride and hang a left at a path going uphill and around some cliffs/rocks. Ive done it multiple times without getting caught too, it doesn't happen every time.

Unfortunately even killing all witnesses still leaves you with a bounty. Smooth move ZoS.

Doing dark brotherhood DLC, still the same ****. Eye is shut, use blade of woe and suddenly have a bounty and people attacking me.

Is the BoW in Rift too?

I killed quite a few earlier this am, safebox, troves no bounty in gold coast and wrothgar.

BoW works everywhere, but yeah, have had no luck killing witnesse(s) to clear bounty. Ever. In fact, when I first got BoW, was doing some pickpocketing and got caught, used BoW on my victim and got my bounty tripled for my trouble. LOL ~ with no one else around

Yea im not sure how to replicate this issue its just hit or miss. Yea you can wait ages and ages if you have the time to waste for each target to be way out or range from other NPC's but thats not realistic. Ive been doing the DB contracts going from town to town killing target npc's. I was on the upstairs floor of Auridon castle, the eye was shut and somehow a guard from downstairs caught me.

There is no better way to cause me to flare my arms out in a 'wtf is this BS' mannor lol
