Are there any speed benefits to travelling by roads?

    No, but yes. Only because you're less likely to have to manoeuvre around a mountain or avoid enemies.

    I'd say it's even at a high level and paths are preferable at low level

    There isn't a speed benefit no. However they are a good way to know which direction to get somewhere as going off road my lead to dead ends.

    Especially in cyrodiil, well not dead ends just the LOONG way
