Heem-Jas' set bug or intended?

I've been using the heem-jas' set in pvp and pve for a couple of hours and noticed that it only procs if you get the killingblow. This makes this set incredibly useless for either PvE and PvP. Is this intended or just a bug as the description says: Gain Major Berserk when a nearby enemy dies, increasing your damage done by 25% for 3 seconds.

✭Yeah they should probably re-word the tooltip a bit, granting 25% damage when a player died near you would be OP, imagine being in a Zerg you'd have the buff up constantly0 -

✭✭Not at all this makes this set bad very bad. You only have 3 seconds of that buff and you have about 1 killingblow for every kill you get ( Killcounter). I really don't konw why so many think that it would be way too good if you have this proc when an enemy in a 5 m radius dies. The set negates half the battlespirit buff for 3 seconds if someone dies. On the other side of things you can easily negate the whole healing debuff with malubeth and other sets.0 -

✭It sounds like Vicious Death, except that, at least for me, VD doesn't proc AT ALL. My FTC never shows it to me, even I killing a lot of players by myself (when I wake up lucky ^_^)I am the very model of a scientist Salarian, I've studied species Turian, Asari, and Batarian.
I'm quite good at genetics (as a subset of biology) because I am an expert (which I know is a tautology).

it wilk NEVER be BiS for ANY dd. evwn if you were magically right about this, then 1: it is a bug and 2: the off-tank shoukd be wearinf it. never a dd.
