The Green, Blue and Purple fish you get you can only sell, no filleting them.
White ones, I did not even know you could sell them, but I never tried. I guess there is nothing stopping you from selling them. Although I would imagine you would get more selling the un-filleted fish in the guild stores.

It's B. I recently went through about 7,000+ fish. It's about 1%. Sometimes the RNG is extra generous. Sometimes it's not.

you can sell stacks of 100 unfilleted stacks on traders for 10K plus, a lot of people will happily pay that for a chance of a perfect roe
but my khajit she likes to fish!
