To me this sounds like "Uhm, the DLC is not ready for consoles yet and it is just a few days until we have to deliver. And the launch on PC makes us even more uncertain that this can go live without to cause another disaster. But we have a deadline".

It is quite odd considering ZOS had stated the intent of attending QuakeCon in a stickied thread several weeks ago, asking players if there was interest in a meet-and-greet iirc.
With the Gold Edition and One Tamriel coming up (as well as Vvardenfell and Housing), this fall is another period for ZOS to haul in new players, so they probably wanna show something impressive, and with Shadows of the Hist launching QuakeCon was probably as you said not the right timing.
I think Gina and Jessica and Kai will have a very busy month this August.
