Speculation: ZOS will release Housing with Tamriel One (with PvE zone instancing)

What I'm thinking is going to happen, is in a few months by the end of the year we will seee Tamriel one with instanced PvE zones, so you wont have a huge crowd of people facing a wall (talking to invisible ncp) or just crowded around somewhere. Zone chatting would be cross instance I'm assuming. Am I right here? This only makes sense. The fact we'll all be cross faction instanced together means group finder will also "work" I think.

Thanks ZOS if this is what happens.

Housing won't come this year. They've already stated that it's scheduled for the first quarter of next year.

Don't confuse phasing with server shards. "Phasing", or "layering", happens within a server instance and determines how you see the world based on quest progression. You can enter and leave different phases by moving around the world, and may see players pop in and pop out as they enter different phases to you. "Shards" or "channels" are the different server instances that the game creates to maintain the population. If you're in a different shard to another player, the only way to see them is to /traveltoplayer to enter the same shard as them. From what I remember, Zone chat works across phases, but not across shards.

One Tamriel should be the same; you'll be able to talk to anyone else who is in the same zone shard as you with Zone chat, but not people who are in a different instance of the same zone.
