decon pledge chest items have lower percent of yielding upgrade items, why?

I've been testing this and compared to items I get that are not pledge rewards, the percentage of getting upgrading items from a decon is rather small. Why is this? If the loot is not useful, why can't we get tannin and tempers from it?

Because the devs think its best to make getting any useful rewards as absurdly hard as possible. And its usually done through the use of RNG.
P2P offered you 'hell yeah!' moments. F2P offers you 'thank god its over' moments.
