Update 11 partial reset of skill points? From which skill(s)?

Post-patch, some of my characters have a "skill point reset" notification, and the skills panel shows that I can reassign 3 skill points.
What skills got reset? I can't find anything in the patch notes about this. (Thought maybe it was race passives, but they're fully allocated still.)
