I have a similar problem as the OP, I've bought the dye stamp and have it in my inventory, but it says: "Cannot apply at this time."
I've tried it out on the pts before and it worked there. I wrote a ticket to support yesterday but so far I've got no answer.
It certainly is supposed to persist. In fact, there's not actually any way to remove a stamp-dyed colour scheme from a costume if you don't have ESO Plus, so be sure you like it, as you'll be stuck with it. (You can of course override it with another dye stamp, but without ESO Plus there's no way to get the original colours back.)Question: does the applied stamp remain on the costume if you unequip it and equip it back again, or does the costume go back to its default colors, cuz that would be kinda reaaaaally lame if it did not persist.

I was under the impression that costume dyeing was for everyone. Just, ESO+ members could use the dyes they unlock, everyone else had to use the crown store preselected colors. I could be mistaken though
That's just confusion over wording. Everyone can dye costumes, but only ESO Plus membership can use the unlocked dyes and the dyeing interface at dye stations.
