I am doing Chateau of the Ravenous's quest and I can't find Valaste, NPC of the Magic Guild. I can't locate her in the Hollow City and her whereabouts. The quest's pointer led me to the gate and when I walked over to the gate I see an another quest's pointer that led me to the different location. Is this a bug or what? I never had an issue like this in the game.
She isn't in Cold Harbour. I suggest you read the quest info on your quest tracker - I'd suggest, perhaps, one of the mage guild locations.

Just remember, there are bits and pieces of Coldharbor floating around all over the place and they have little to no connection with each other. So, most of the time the game is sending you to Coldharbor, its not the zone, but an instance reached from a regular alliance zone.
Best bet is to go to the Mages Guild, starting with the zone after the last one you did a mages quest in.
Enjoy the game, life is what you really want to be worried about.

I believe he's playing on console.

Gryphons guild - @Milvan,
soo there is no mages guild valaste in cold harbour.
Open the quest log then read it's description, it should say find valaste in the .... (input place) mages guild.

Good point. I didn't even look at the UI. I was just marveling at how the world turned blue and upside down. That only happens to me IRL.
Based on my experience... a lot of times a quest pointer will show up on a door, go through that door and the pointer will show up at another location. Go to the new location and you might get a pointer for yet another location... and that will keep occurring until you encounter the NPC you are looking for (in your case it's Valaste).
One of the things that I do is to got to a wayshire (that's NOT in a city or town) and (from the map) click on the quest that I am doing (in your case it will be the quest associated with the Chateau of the Ravenous). The map allows me to see where I need to go via quest pointers on the map. Keep in mind that sometimes you are required to go to a different zone in order to find the NPC you are looking for.
And there's always Google...
If you got it, flaunt it. If you don't, flaunt it anyway!
I went out and found a portal that led me back to stormhaven and then the pointer led me to a boat captain. He took me to Alik's desert but the pointer still remain under his head.
I went in my journal and it doesn't say "Find Valaste in....".
Remember teh Morrowind? No quest markers, only text like "go north untill you see a women-breast-shape rock, climb the east one, you will see a fallen tree, dig its shadow at the noon".
These days players just follows quest markers... And gets completly stuck without it.
This topic made me sad and in fear for the future of humanity...

" Multiplayer? M'aiq does not know this word. You wish others to help you in your quest? Coward! "
This particular quest, IIRC, doesn't actually put a marker on her either. She should be in your factions 4th(if not 4th then 3rd) zone's Mages Guild. For AD, Baandari Trading Post in Malabal Tor. DC, She should be Sentinel in Alik'r. EP should be Windhelm, Eastmarch.
Quest markers can get a little screwy something to do with doorways and non wayshrine travel...
