Cyrodil Nodes in Azura Star

Does anyone know the maximum material count that these nodes are supposed to drop? I thought that they were originally 1-4 of the material your gathering yet lately it seems like I am getting 3-8 at times. I could have sworn that number was only achievable through CP passives as I do have the one for increased materials from nodes.
@ZOS_GinaBruno, @ZOS_JessicaFolsom, @ZOS_RichLambert can we get a maximum number that Azura Cyrodil nodes are supposed to be dropping? If it is indeed 1-4, then there's something wrong with Azura and some CP passives are working in it.
