Looking for you opinion on best monster set for a heavy wearing magicka templar, EXCLUDING Malubeth. I know Skoria is decent but I'm looking for something that helps with survivability in PvP.

Pretty much this ... and maybe add Warden for larger PvP groups.
I tried convincing myself to run Engine Guardian since it's so much fun to play. But, the steep drop in spellpower (compared to other options) did not get it very far into Cyrodiil (on my Magicka Templar at least ... it's great on other builds).
