If I get a new pc can I redownload eso?

I'll getting a new pc i5 4460 3.4ghz, 8gb ram and a 2gb 128 bit videocard.

I want to get a 256gb ssd, will I have to redownload eso from steam?

Can I transfer my old hdd from my old pc to my new pc, how?
Without losing the eso everything I installed in my old hdd.

Will the 256gb ssd help in playing eso coz i get dropped framerate.

    Installing ESO on your new SSD may improve the game's performance, but there are many factors involved so we couldn't really say for sure that it will or by how much. Your new rig sounds like it will run ESO quite nicely, though. :)

    If you re-download the game, you won't lose any of your progress.

    I was considering the nvidia 750 2gb 128 bit ddr5 or,
    the amd r7 370 2gb 128 bit ddr5.
