does vampirism level faster for low level characters in a battle leveled zone?

I have read several places that vampirism levels "as it should" once the vampire character is level 38+ due to the fact that the vampire quest is a level 38 quest. I have also read that if the same character recieved vampirism earlier than level 38, the vampirism skill line levels a lot slower since the amount of xp gained from say a level 10 quest for a level 10 character may be good for getting up to level 11 but not so much increasing a level 38 character (or a level 38+ skill line).

My question is, and I am fairly new and still learning, can a low level vampire, say in his or her tweens or twenties, level faster in a battle-leveled zone like Orsinium or Hews Bane or Gold Coast than in a zone like Grahtwood?

    From everything I've experienced, yes. At least in Cyrodiil. In one bout of repeatable quests my vampire went from 1 to 5 etc

    Thank you very much for the information. I have played a werewolf before and thought it was a lot of fun as well as deadly but I have never played a vampire before and I want to get the best experience (that could be seen as a very bad pun there) that I can.

    Yes,
    It levels slower at low lvl.
    Bought it from crown store at lvl1, got to lvl 10 at lvl 38 by usual mob grinding leveling method.

    It's based on pure xp.

    So if you het more xp from Cyrodiil or Wrothgar than a home alliance area, then yes, it will go quicker.

    Hence why it takes ages if you get it at level 5 or so yet it goes up fairly quick when you get to 40ish. You start getting a lot more xp in the latter part of your home alliance.
