So all my characters have been ether DC or AD. I am making a new character and I was thinking about going EP for once. Or should I just stick with DC. What's the environment like it EP? Does it have a good community?
If you have friends who play EP, I'd say go for it. Otherwise stay with your friends in AD and DC. The PvE storylines aren't really that different in any of the alliances, only the names change. I'm assuming you're asking about PvP, and that's all about hanging with guild-mates and friends.

Tbh, you don't need to go for another alliance as you can go anywhere in Tamriel when you finish the main quest. Plus now you can do cross-alliance dungeons. It's only really in PvP that the alliances are so sacred...

Do not start new anywhere. Just continue playing your character
UNLESS PvP is the concern
Need more info on this tho cause the change seems to suggest the faction will continue to matter but I don't want to miss-Guide you so I'd say do some searches for devs comments or ESO live.
