no matter how many mage guild skills i put on the bar - my max magicka value still the same

It's not the best test subject to be honest (Inner Light), but I did see an increase in Magicka Recovery regardless when I slotted it which is an indicator the passive is functioning. i got it its bugged when i added skills
i need relog and mana value will increase after this
but if i n game put new skills or delete old and added the again - magicka will not increase
need relog anyway0
