I can't be sure about this, but I think it's like those bundles that give you full sets for PTS testing.

Hopefully it has to be enabled server side also, but again stranger things have happened.

It is, like what the other said, an item for testing purposes. It's interesting that the devs put a goofy name and description on it.Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

Zadarri, Khajiit Fist of Thalmor: The thing was done, as commanded.
Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.

I'd understand it if people spent time and effort getting some useful information but knowing what the future holds for a game would be of only limited benefit if any assuming it was correct, but it rarely is. It's usually a garbled bit of misinformation on which someone places a misguided interpretation - and which the developers end up changing their minds over anyway

Yeah, the skill maxers are PTS template items. It looks like someone keyed it in manually, which might be why its 180, and has a glyph suffix.1 -

The "increase physical harm" bit is a glyph suffix. Normally it would be something like Superb Glyph of Increase Physical Harm.
Someone keyed the item ID for this puppy into chat manually, which is why it's showing up so strangely here. Honestly, even the CR180 doesn't mean anything, because the last ones I saw on PTS were vet 14, and you can manually change the level of an item when you're keying in the code.
Whoever got that item ID is probably trolling. The Skill Maxers have been handed out to template characters on the PTS before.1 -

✭✭You were given this on the PTS many moons ago, a white book known as "Skillmaxer 4,000" or whatever that maxed out all your skill lines back before the templates were as good as they are today.
There is also a "MOAB" trophy in the game files that has zero cooldown and allows you to spam Meteors as fast as you can hammer Q. It's all for testing purposes.
