When the Thieves Guild DLC was first released, thieves troves were indisputably overturned. They respawned far too often while dropping good loot. You could make a loop and find your original trove had respawned by the time you got back to the start. As a result, ZOS nerfed troves in two ways: nerfing the respawn rate so they became very rare to find, and nerfing the quality of items looted. I disagree with the latter nerf.
Nowadays, I find troves very rarely, and mostly in low traffic unexplored areas. And when I do open them the loot is very disappointing. I've seen maybe one set piece drop ever, and don't even see any laundered shipments either. Only pardon edicts, lock picks, and gold. I'll assume this isn't people taking the good stuff either because this was leveling an alt through Caldwells Gold, and I can tell when people do that because they'd take the gold as well.
ZOS should buff the item quality of troves so opening them is not disappointing. I'm fine with them being as rare as they are currently, but have them actually drop good drops.
