I never listened to players that say what ZOS can or cannot do, will or will not do. Players think they know everything.
This is an issue larger than ESO or ZOS. Many of us have perspective of the issues plaguing ESO from other games and have insight from publishers about the challenges in mitigating cheating.
In the recent cheat engine scandal (were you even here for that?) we learned ESO does far more client-side than anyone imagined. The client is extremely trusted. Therefore the game is extremely vulnerable to memory hacking which players are known to have done since launch.
The community was in denial until some players put on a very public exhibition of flying and unlimited ultimates to prove that ESO is susceptible to memory hacking. However, those players are not the problem. The players who are the problem are those who do it only subtly enough to avoid being caught.
Valve and other publishers have shared with us over the years the types of challenges they face in maintaining integrity. It is a costly cat and mouse game because of the open nature of PCs. I suggest you read up on the history of VAC for perspective.
