Is night's silence set & vampire really the only increased stealth speed for stamina nightblades? The only other options I can find are the magicka concealed weapon morph and shadow dancer's light armor/magicka based set. Any other options?

I've recently began playing a nightblade and have found stealth movement speed + rapid maneuver to be the greatest thing ever, and i'm not willing to give it up. It makes solo PvE and PvP much more enjoyable. Combined with shadow cloak I managed to get every skyshard in cyrodiil in under 3 hours without dying once!. It's just that i'm not sure which option is better: wearing this set forever or the itemization versatility plus constant drawbacks of stage 4 vamprism.

I don't expect to use any of the vampire abilities and weakness to dawnbreaker concerns me, although I can imagine PvP scenarios for mist form such as negating dawnbreaker DoT. Prior to playing a nightblade I didn't care about PvP but after realizing PvP is about a thousand times more fun as a nightblade (compared to templar) i'll be using this character for all game content. I'm not a fan of taking time to swap out gear before beginning group PvE content (my most-missed add-on since switching from PC to PS4), but I'm willing to do so for PvP. Advice appreciated.

    other options include slotting concealed weapon on your bar (sacrificing surprise attack), also shadow dancer's set, invis + major expedition potions

    He listed those and then dismissed them. Even though, Concealed Weapon is kinda a must for stamina focused stealth builds.

    Why? Exclusively for the movement speed bonus? And 22% is still less than half the difference of the bonus for vamprism or night's silence isn't it? Wouldn't it deal much less damage without Pelinal's Aptitude set bonus? Is it because concealed weapon is being used as the only magicka spell besides shadow cloak? With no other means of applying major fracture and damage scaling with stamina it seems obvious to me to use surprise attack unless someone with pierce armor is present.

    Night Silence is a great set, but there are better for PvE and with PvP. However, I still keep a N.Silence set for when I am stealing from towns, and I'll often slot it when I'm running stealth in Cyrodiil.
    Having a wardrobe addon is very helpful, of course. But there is a glitch in-game where you can wear the N.Silence gear, go in stealth, and then while fully hidden replace the set with what you need. You will be able to move at normal speed while not wearing Silence anymore.
    I wouldn't morph Concealed Weapon in a stamina build. Just having Rapids on and having the damage from Surprise Attack is better than a little more speed and hitting like a wet potato with Concealed Weapon.
    You can still be fast while in stealth without Concealed and being vampire. You may not be as fast, but you have to weigh the pros and the cons. It's all about personal preference. Sure, I like the speed, but I hate the drawbacks of vampire. I loved C.Weapon. It was my preferred choice when it scaled off weapon damage back in the day. But it does no damage when stacking stamina and weapon power. But it's just my choice.
    There are ways to reduce the cost of sneaking that will help too. There are points in the Med. Armor skill line, as well as in the Legerdomain skill line that can significantly reduce the stam cost to sneaking. Also, Champion Points can reduce the cost, making sneaking completely cost free.
    You just have to figure what's best for you.

    It's +25% movement speed in stealth (starts at +22%, but increases each time it ranks up).

    There's a trick to how the game applies the other bonuses. Nightstalker Footsteps, Shadow Dancer, and Night's Silence all set your movement speed in stealth to 100% of your normal run speed. Concealed weapon adds 25% to your current movement speed while in stealth. If you stack Nightstalker's Footsteps on Night's Silence... nothing happens. If you stack Concealed Weapon on either of them, your movement speed is 125% of normal. At that point, you can literally move faster in stealth than out of it.

    If you're sticking concealed on a stam build, it's strictly for the movement speed buff. You'll actually be opening with something like Wrecking Blow.

    When you say you hate the drawbacks of being a vampire, where does health regeneration loss weight in? All my game experience has been as a templar tank or healer thus health regeneration has been pointless. Is it more important as a templar or does vigor eliminate any need for health regen?

    Even more so is to cast Major Expedition, which is another 40%. That's why magicka Vampblades are so fast. Rapids + Nightstalker + unlimited Shadow Cloak while slotting Concealed = super stealth speed.

    Bow has the Hasty Retreat passive that grants major expedition after a dodge roll. I think there's also a DW skill (quick cloak?) that also grants major expedition.

    Honestly just go vamp. You give up a lot by having to use nights silence. Also, use double take for speed. Costs magicka, doesn't break stealth, and it's an overall good ability.

    The problem with Hasty Retreat in this scenario is the dodge roll pulls you out of stealth.

    Just use Double Take for speed. It is an unique skill at that because it does not unsheath weapons so you can keep max speed up. I also use it as my main source of Major Expedition when I am not riding.
