Question about pierce armor and ransack

If your using stam skills against a player is it considered a spell? Reason I ask is because If I use pierce armor which lowers an enemies spell resist and my stam attacks are not considered spells, would it be more beneficial if I just ran ransack on a stam build? For 1v1 purpose. I know that if I am in a group pierce armor would help other players that are using spells "magicka". Not sure If I am correct on this.

Stamina attacks are mitigated by armor/physical resistance only.

Uses magicka:
Scales with spell damage and max magicka, crits based on spell crit, mitigated by spell resistance.

Uses stamina:
Scales with weapon damage and max stamina, crits based on weapon crit, mitigated by armor/physical resistance.

For the record, don't use either in pve groups unless you're a tank. I've been in several pug groups where a s+b dps was using it as a regular skill and kept taking the boss aggro from tank.

I'm asking about PVP not PVE. And yeah I only use that skill for tanking in PVE.
