I think that all bans are considered permanent.
I think the confusion comes from different places.
1. They use suspensions for some people, and these are often called "bans".
2. Jessica said that people were "permanently banned" for Cheat Engine and I think she may have been mistaken in that some were actually suspended.
3. Even permanent bans can be reversed, upon appeal
4. We don't actually know, other than just what people say, whether they are banned or suspended, and whether or not they were unbanned. Unless ZOS confirms, anything said by players is anecdotal.XBox EU/NA:@ElsonsoJannus
