I remember when the justice system came out and, I believe it was on ESO Live, one of the ZOS team talked about the introduction of treasures items and how they would their own backstory, and that some would form a collection of sorts to tell a mini story. The ZOS team members hinted at a future use of these items but left us in mystery.
