They could create a point system that accumulates or degrades over time, but only no points allows access to the campaign.

What about those who were victim of the auto-ban system who didn't do anything wrong? I've seen quite a few threads of people who've had problems with this

Nope.
What about forum suspensions/bans? If that were to count against someone for this campaign, then gg no re for a lot of PvPers. It's easier to get a forum ban than a perma ban for using CE/exploiting
Like an Outlaw server where anything goes.. It could be Azura, no one plays on that now.
I've been wishing for something similar -- a "clean" campaign where if you get banned (with evidence) you can't get back in, at least for the duration of the campaign. Also, you have to home there and you can't bring friends over from other campaigns to guest and bail out your faction if you're fall inning behind, and you can't join if you have characters in other alliances in that campaign.
I do think it would also be acceptable in that case to have a sort of Wild West campaign where pretty much anything goes. Let the exploiters run amok if they so choose.
What I don't like is having to play against a bunch of cheaters, exploiters, and traitors who guest in their friends from other campaigns, because there is no other choice of campaign.

And you've taken the least constructive actions on it. Rather than put any faith in ZOS to attempt to implement anti-cheating measures, you'd rather bluntly insinuate that anyone half decent at this game is a cheater, and that segregation from these lowlives is a higher priority than fixing the core problem. Get off your high horse and get your head out of your butt, you're not doing anyone any favors by constantly spewing accusations on the forums. Let ZOS deal with the problems and stick to your in-game reports with whatever "evidence" you come up with, if any. Your spamming of accusations has become more annoying than the ult spam we only had to deal with for a weekend.
And I thought I was a cynic.

Lol. What's your constructive action then?
These people are liars, they will never admit to stuff that we all see them exploiting daily. NEVER.
I'm just describing current state of pvp... I'm not paranoid nor am I actually negative. I believe these dirtbags that need to cheat at games really need constant mockery. Judging by their constant attacks and vitriol I think it works and besides that I find it entertaining to see people that exploit talk like they are innocent. The more guilty the more innocent they are it seems, it's pretty much hilarious.

most of them were using what we called "nikes" and not one of them was from our group of players.
You are on a witch hunt because YOU need to put others down to make up for your lack of skill.
If you noticed the thread about gap closing into keeps people took your side, everyone one of us stopped when ZOS labeled it an exploit. Now you wonder why everyone is calling you a nuts. Well because you pushed the envelope too far.
If you would like me to post some shadowplays, or give you access to my youtube you can have it, you can hear our TS, and you can look and see most of us play with maybe LUI or FTC and thats it.
