"You have queued too recently" after 3 players immediately leaving?

When joining a matchmaking-created party where the other players immediately leave why am i being punished with a 15 minute timer preventing me from re-queuing? Where is the logic in this?
End the tedious inventory management game.

    It's in essence trying to prevent a grouping system where everyone q's up for randoms only for one dungeon, which defeats the idea of random dungeoning. Can't have your cake and eat it too

    That much is obvious. My question is why does the penalty occur to players who do not leave the group? The players who queue then dislike the chosen random dungeon and then leave (or whatever other reason for leaving) should be punished. Where is the logic in punishing those who do not leave the group?

    I've now had this happen three times. The last 45 minutes have been wasted due to other players leaving, all players leaving before I can get the group finder to fill replacements. As soon as the last remaining other member leaves I then receive the penalty. My wait time is always less than 60 seconds because I only heal.

    I thought if you stayed, then the group finder refills your group.

    Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.

    Good luck with that. Half the time a replacement is never found, the other half they can't port in because the game still thinks you have a full group.

    But if 3 people left you are kicked from the dungeon because no one else is in the dungeon.
