It seems fairly silly that opening the large stolen shipments you get from Thieves Troves should garner a bounty. On a related note, Indaenir in the Verrant Morass will give you a bounty (even though he won't leave you alone, as he's trying to give you the quest) when you loot the Thieves Trove there.
I was definitely surprised the first time I opened one near a guard. No real way of knowing if that would happen till it happens.

Yes, I'm quite aware of *how* to avoid it. My point is merely that after you've stolen the shipment you shouldn't have to once again steal its contents.
