well there is the Ranged fear that would be an interesting play. But practically speaking you said you would get gap closed and spammed again. This means they are in melee range and you fear them.
There is also agony which has about a 41m range. There is venom arrow. All gap closer are Ranged. You can cloak and get in range and gap close.
Let's not forget that vamp can operate as a counter play because of its reduced damage at low health.
You can cloak all of the beams. You can interrupt one from range and cloak another.

Cloak is so bugged, all it takes is anyone to gap close you or use a any single target attack to bring you out of it. Also what about if i'm not a nb? What then, templars have an option to purge sure, but as soon as you do they'll just put the beam back on. DK's are usually dead.

90% of the time when RD is used as an opener is because you got in the damned way of my intended target. It's very frustrating and unintentional. The other 10% is a mixture of lighting you up so other people can see you and wail on you until I'm ready to execute you, to slow down fast moving groups heading towards us so a more coordinated attack/defense can occur, and to chase away people from keep walls at the beginning of a siege. It's a truly awesome fear spell.

It's also a spell used by baddies because it overperforms and does more dmg than intended outside of execute range, ignores a defence mechanic, starts executing at 50% and has a stupidly large range.
